Heather Schwartz (Ph.D., Education Policy, Columbia University) is a Full Policy Researcher at the RAND Corporation in New Orleans, Louisiana. Dr. Schwartz studies the effects of concentrated poverty in schools and neighborhoods on children. Much of her recent work focuses on the effects of economic integration via housing on children’s academic performance. She also researches education reforms such as preschool and expanded time for learning that are intended to narrow children’s income and racial achievement gaps. Prior to working at RAND, Dr. Schwartz consulted to HUD and to housing authorities on the mixed-income housing policy called HOPE VI, on public housing portfolio management, and resident relocation.
